One problem with BART using the Western Pacific RR right of way is the Coliseum Station stretch bypasses a huge stretch of East 14th St/International Boulevard. If BART were into serving local residents and providing equity, they'd have designed the Airport Connector to continue east of Coliseum Station to International Blvd and beyond. On the other hand, that would cost/waste more money and I agree with Eric and other commenters it would indeed have been better to spend $70 million on local transit operations.
