It would be nice to have a full-time connection, but I don't have a feel for how well the extension would be used. The 80X, 81X and 82X already provide express service between Caltrain and Transbay (and beyond), though only inbound at morning peak. The other consideration is that Muni is already unable to deliver the advertised level of service, so I'm wary of adding too much extra service until the deeper organizational issues improve.

Well, I think it's disappointing that something that could have been a useful connection between the Transbay Terminal and Caltrain will only work part of the time. Putting in that kind of connection makes a lot of sense to me.

The afternoon extension provides TI residents with better access to neighborhood services and amenities that aren't actually on the island -- for example, the new Mission Bay library is basically TI's branch of the public library. It gives the 108 a new dimension past being just a commuter route. As far as extending the line all the time: it's a question of weighing the demand for more service against already limited resources to provide that service.
